The Ministry of Industry and Information Technology and nine other ministries announced measures to boost direct financing for small and medium-sized enterprises and accelerate SME listings. They will create a quality SME listing pipeline and normalize matching between SMEs and equity financing, deepen regional equity-market boards for specialized/refined/distinctive/innovative firms, and build a high‑quality bond‑market technology board to support eligible SME bond issuance. The plan also expands venture capital development and establishes National SME Development Fund Phase II to mobilize private capital into earlier-stage, smaller-scale, longer‑term and hard‑tech investments.
