China's Ministry of National Defense said on Sept. 4 the People's Liberation Army Ground Force will deploy personnel to Russia to take part in an ASEAN Defense Ministers' Meeting-Plus (ADMM-Plus) humanitarian demining live exercise from Sept. 7-12. The multinational drill will practise clearance of areas contaminated by explosives, focusing on battlefield clearance, mechanical demining, use of mine-detection dogs and improvised explosive device (IED) clearance.

The Ministry of Industry and Information Technology and nine other ministries issued the "15th Five-Year Plan to Promote SME Development." The plan calls for a tiered system to cultivate high-quality firms, new mechanisms to scale specialized, refined, distinctive and innovative SMEs and designated "little giant" firms, strengthened policy support with dynamic qualification and exit rules, and tighter recognition/exit standards. It mandates integrating evaluation systems for technology-based and innovation-driven SMEs, expanding monitoring and services for gazelle and unicorn firms, and more active identification of high-growth companies in emerging and future industries.
