The National Radio Office issued a notice launching a 2026–2027 pilot of third‑party assessments for domestic satellite network coordination disputes. The notice allows parties to request third‑party evaluation when repeated negotiation cannot resolve issues such as unreasonable coordination demands, unclear coordination standards, contested technical analyses, or ambiguous frequency‑compatibility conclusions. It sets procedures for selecting third‑party bodies, conducting assessments and applying results, and mandates objective, confidential, and lawful assessments with timely feedback and prohibition of illegal practices.
