Seven ministries and agencies, led by the Cyberspace Administration, released
the Implementation Plan for Promoting Digital‑Green Coordinated Transformation
(2026–2030), launching a traditional‑industry rejuvenation targeting metallurgy,
chemicals, light industry, textiles, machinery and shipbuilding and urging broad
adoption of digital‑intelligent and green technologies to accelerate equipment
upgrades, process optimisation and management innovation. The plan directs
strengthening industrial‑internet platforms and scaling intelligent hardware and
software solutions for priority industries and key scenarios, and accelerating
development of next‑generation smart and green manufacturing. It encourages
industrial firms and parks to build digital energy‑carbon management centres
that integrate energy‑efficiency benchmarking, energy balance and optimisation,
energy and carbon budgeting, emissions and carbon‑footprint accounting and
supply‑chain carbon management to enable precise measurement, refined control,
intelligent decision‑making and visualization of energy use and emissions. The
plan also continues to promote smart and green factories and guides enterprises
to carry out intelligent retrofits, digital transformation, networked
connectivity and green low‑carbon technical upgrades focused on energy
decarbonisation, resource efficiency, cleaner production and greener products.
