Qatar foreign ministry said Iran should rely on Qatar's formal submissions to the UN, not an operational security assessment Iran has cited. Qatar's March 1 and July 20 letters record that Iranian missile strikes injured civilians. The report Iran cited is neither a complete factual record nor a legal assessment and itself acknowledges the strikes and airspace closures; selective quotation is misleading. Qatar's interception of missiles does not lessen the severity of the attack or absolve the perpetrators. The Ras Laffan facility is state property; the attack has been formally recorded and should not be described as "alleged." Qatar is not a party to the conflict; attacks on its territory and civilian infrastructure, threats to public safety, and actions that undermine Strait of Hormuz stability are violations of international law, not lawful responses. Qatar said it favors dialogue and will continue diplomatic efforts to de-escalate and promote regional security and stability.
