to steady the property market. Key market rules: individuals who obtain
household registration in Hainan may exercise Hainan resident rights to purchase
commercial housing from the date of registration; active‑duty military serving
in Hainan (officers, NCOs, conscripts) receive the same purchase rights;
employees of companies registered in Hainan who actually work and live on the
island may buy one commercial housing unit in Haikou; multi‑child families (two
or more children) may purchase one additional unit beyond current permitted
quotas. The notice also encourages trade‑in transactions to support upgrade
demand — sellers listing a dwelling they or a family member own in Hainan may
swap to purchase one commercial housing unit in Haikou.
