Chengdu municipal party and government offices issued implementation guidance to
optimize the city’s tech-innovation ecosystem. The plan pushes simultaneous
advancement of tech innovation and commercialization, prioritizing firm
cultivation, platform enablement, results conversion and factor support through
organized innovation, systematized matchmaking and more efficient
commercialization. Targets by 2028: a substantial increase in national- and
provincial-level specialized, refined, distinctive and innovative enterprises;
whole-society R&D intensity to reach 4.3% of GDP; and 30 high-value invention
patents per 10,000 people.
