China's Ministry of Finance will shortly issue 300 bln yuan in special treasury bonds to bolster core Tier-1 capital at eight central financial enterprises. Added capital for Industrial and Commercial Bank of China and Agricultural Bank of China is expected to strengthen risk-absorption and lending capacity, supporting tech innovation, green projects and inclusive small- and micro-business lending; industry sources estimate 200 bln yuan of capital could mobilize about 2 tln yuan in additional credit. For PICC, China Life, China Taiping and China Re, recapitalization will directly boost underwriting capacity and solvency, enabling more diversified, multi-tier insurance products and a stronger role as economic shock absorbers and social stabilizers in extreme events.
