Japan's Ministry of Finance will auction 700 billion yen of 20-year government bonds on Sept. 15.

China's Ministry of Transport published a draft amendment to the Highway Law for public comment starting Sept 7. The draft notes the current law has been in force since Jan 1, 1998 and that toll-road policy helped break sole reliance on public finance and accelerated highway development, but some provisions no longer match current needs. It highlights there is no clear institutional arrangement for raising operation and maintenance funds after toll concessions expire and says early expirations of tolls are approaching; the amendment aims to prevent a funding gap for post-concession management and maintenance.

U.S. strikes on Sept. 1 in southern Iran struck a wedding in Hormozgan province, causing heavy casualties, the Washington Post reported on Sept. 6, citing U.S. officials and sources. A U.S. official said the intended target was a communications facility; sources said a small communications tower sat roughly 134 meters from the wedding. U.S. aircraft dropped six bombs on the tower and one appears to have deviated from the target. U.S. officials are also assessing other possible causes, including falling air-defence missile debris, but sources and weapons experts say that is unlikely.
