China's Ministry of Industry and Information Technology (MIIT) issued its 15th Five‑Year plan for the information and communications industry, directing construction of compute‑power transmission channels and deployment of 400G and above high‑speed transmission technologies, fiber‑direct links, and the downstream rollout of 100G optical network equipment. The plan mandates improved compute‑internet identification infrastructure and accelerated coordination between computing and power. It requires end‑to‑end integration of compute, storage, network, power and carbon, with routine automated monitoring of metrics such as energy efficiency and green‑power utilization and full‑chain traceability for green electricity and green compute. MIIT will refine a green‑compute evaluation framework, study issuance of green‑compute certificates, cultivate a compute‑services market via industry exchange platforms and renewal initiatives, and organize compute firms for international exchanges to promote multilateral cooperation and project implementation.
