Guangdong Provincial Department of Housing and Urban-Rural Development convened
developers on Sept. 8 to assess how recent real-estate development model
policies affect projects and to gather firms’ requests for policy support and
comments on local implementation. The department will collect firm-level
inventories by permit stage — land acquired but no construction-planning permit,
planning permit obtained but no presale permit, and presale permit obtained but
still on sale — including project counts, floor area, unit numbers and
geographic distribution. Officials asked firms to assess policy impacts on
development, sales, handover, financing and debt, and to provide their
implementation plans, desired policy support and suggestions for local
implementation rules.
