The plan mandates R&D on metaverse enablers — spatial computing, digital humans and immersive rendering — to create virtual‑physical consumer scenarios, and prioritizes mastering frontier chip technologies including compute‑storage integrated chips, silicon photonics, advanced packaging and chiplets, and high‑performance optical interconnects.
