At a Sept. 10 press briefing, State Administration of Foreign Exchange deputy
director and spokesperson Li Bin said SAFE will comprehensively deepen
foreign-exchange management reform during the 15th Five‑Year Plan to build a
more convenient, open, secure and intelligent FX management system. He said the
“more convenient” objective focuses on making foreign-exchange services faster
and easier for compliant, trustworthy market participants. SAFE will vigorously
advance reform to expand banks' foreign‑exchange operations and refine a
facilitation policy framework that favors compliance — “the more trustworthy,
the more convenient” and “compliant parties go first.”
