The roadmap covers owned and leased data centers but excludes compute rented from newer cloud providers such as CoreWeave. The plan remains subject to customer demand and technological change. Sources said Microsoft previously limited some data‑center builds, turned away certain AI and cloud workloads, and restricted new cloud subscriptions in parts of the US and Europe, prompting some customers to migrate to competitors. Microsoft said it is accelerating data‑center construction. The company’s latest fiscal‑year capital expenditure was $145.0 bln; analysts expect capex to rise in coming years.

At a regular press briefing on Sept. 10, MOFCOM spokesperson Huang Ling urged France to acknowledge China's position and immediately stop using the 'Anti‑Over‑Fast‑Fashion Law' to infringe the legitimate rights of Chinese‑funded enterprises. MOFCOM said the law and its implementing rules, cloaked as environmental and sustainability measures, set targeted standards and parameters that discriminate against and suppress Chinese cross‑border e‑commerce firms, risk seriously distorting fair competition, exceed environmental scope and carry clear protectionist intent; China has repeatedly expressed stern concerns to France.
