The Ministry of Industry and Information Technology and eight other ministries
issued the 15th Five-Year Plan for the Intelligent Connected New Energy Vehicle
industry, targeting higher industrial-chain resilience and security. They will
implement rolling high-quality development actions to address gaps in key basic
materials, operating systems, industrial software, and automotive chips and
components, use priority policies for first-batch materials and initial-release
software, and expand application scale. The plan also calls for coordinated
extraction and recycling of lithium, cobalt and nickel.
