Nine ministries led by the Ministry of Industry and Information Technology
issued the 15th Five-Year Plan for intelligent, connected new-energy vehicle
(NEV) industry development and ordered coordinated implementation, with task
allocations, annual work priorities, dynamic monitoring, and midterm and summary
evaluations. The plan directs implementation of NEV tax incentives and
accelerates removal of restrictive measures on vehicle circulation and
consumption, promoting new purchase/use management models. It backs trade-in
programs, NEV promotion to rural areas, city bus fleet and power‑battery
replacements, and deepens NEV auto‑insurance reform by optimizing commercial
motor‑insurance base rates. It also tightens cross‑region used‑car circulation
management and supports expansion of used‑car dealer models.
