The Cyberspace Administration of China, Ministry of Agriculture and Rural
Affairs and Ministry of Industry and Information Technology issued the Digital
Rural High‑Quality Development Action Plan (2026–2030), targeting upgraded rural
network infrastructure. The plan deepens universal telecom service and
'broadband to border' construction, and calls for as‑needed rollout of 5G and
gigabit fiber in rural areas. It directs exploration of high‑throughput
satellites and low‑earth‑orbit satellite internet to diversify network access in
rural and remote regions, and accelerates a smart rural broadcasting program to
build new broadcast networks and expand basic TV reception and integrated
information services in the countryside.
