Sept. 12 — CAICT chief engineer He Baohong told the 2026 China Compute Conference that national compute development should shift from pure scale expansion to quality and efficiency, built around differentiated regional layouts, integrated hardware-software ecosystems, a low‑carbon compute base and a nationwide institutional framework. He recommended region-specific strategies: advantaged regions should prioritise upgrading existing capacity and high‑value use cases; growth regions should develop regional compute hubs to drive coordinated upgrades of storage, compute and network; resource regions should host training and cold-data, non‑real‑time workloads while improving outbound networks and industrial ecosystems. For supply‑chain resilience, he urged new intelligent compute centres to provision storage and network alongside compute and to complete full‑chain support for chips, servers, databases and models. On decarbonisation and system governance, he recommended scaling liquid cooling, energy‑efficiency retrofits and compute‑power coordination to boost renewable consumption, and improving pricing, trading, value‑accounting and compliance regimes.
