At a State Council Information Office briefing, a Justice Ministry official said
the ministry and the National Development and Reform Commission are leading the
drafting of regulations to create a unified national market. The rules will
implement the “five unifications, one openness” requirements and use binding
legal measures to tackle local protectionism, market fragmentation and
‘involution’ competition, aiming to remove regulatory and market barriers,
strengthen domestic circulation and smooth domestic‑international dual
circulation.
