On Sept. 16 Deputy Foreign Minister Ryabkov said Moscow treats U.S. statements seriously but the U.S.-proposed Russia-Ukraine "energy ceasefire" lacks concrete measures, tangible action and a shift in the Ukrainian side's stance. He said Russia will not avoid contact with the U.S., engagements are continuing, and accused pro-war elements of undermining any related arrangements.

Turkish equities tumbled on Wednesday after asset manager Pusula Portfoy said some of its investment and money-market funds could not meet redemption requests, intensifying liquidity concerns in the fund sector. Borsa Istanbul 100 slid as much as 5.7% intraday, extending a two-day loss to 6.9% and threatening its largest one-day drop since March 2025 before narrowing to about a 3% decline. Data provider Fintables reported net redemptions of 55 bln lira (~$1.13 bln) from Turkish investment funds on Wednesday. Economist Banu Kivci Tokali warned that rising concerns over fund collateral quality and liquidity raise contagion risk and that weakening confidence has fueled the selloff.
