State Grid Co. will upgrade county-level backbone grids in weakly connected
areas during the 15th Five-Year Plan and aims to reduce average annual outage
time for rural distribution-network households by more than 30% in 2030 versus
2025. The company will roll out nationwide 'scan-to-use' electricity services
and support no-registration, fast connections for seasonal, temporary and mobile
users (tea drying/tobacco curing, irrigation/drainage, night markets, express
logistics). New residential developments must provide private charging
facilities or pre-installation conditions for 100% of fixed parking spaces; the
firm will promote a 'one-community one-certificate' process to ease private
charger installs and a green channel for unified construction and operation of
community public charging facilities.
