European Commission President Von der Leyen, in her Sept 16 State of the Union address in Strasbourg, proposed age-based limits on minors' use of social media and other digital services. The proposal would bar children under 13 from using social media and forbid personal social-media accounts for those under 15. Those aged 13–15 would be allowed parent- or guardian-opened, supervised "mini-accounts" with restricted features and time limits. Platforms would be required to adopt "safety-by-design" measures for users aged 15–18.
