China’s State Council General Office issued guidance to strengthen full‑chain
safety supervision of fireworks and firecrackers covering production, storage,
distribution, transport and use. The document mandates stricter producer
admission and licensing, tighter controls over pyrotechnic chemicals and
semi‑finished components, and more rigorous control of production‑process safety
risks. It strengthens product quality oversight and spot checks, prohibits
manufacture or sale of items exceeding permitted chemical dosages or failing
national standards, and directs tighter enforcement of mandatory safety
standards. The guidance also requires fireworks firms to bring equipment and
facilities into compliance and orders tougher regulatory enforcement with
enhanced administrative–criminal coordination, full‑chain investigations,
traceability and coordinated crackdowns on illegal activity.
