At a State Council Information Office briefing, the Ministry of Housing and
Urban-Rural Development (MOHURD) said completed-home sales are the prevailing
trend and urged new projects to prioritize sales of completed properties to
prevent sell-before-delivery risks. Citing National Bureau of Statistics data,
MOHURD said completed-home sales area has grown and its share of new-home sales
has risen in recent years. It called for coordinated land, financial and tax
support for projects that opt for completed-sales and said where presales are
used authorities should strengthen presale fund supervision to protect buyers'
legal rights.
