Beijing Municipal Bureau of Economy and Information Technology and the Beijing
Development and Reform Commission issued the Action Plan to Accelerate Token
Economy Development (2026–2028). The plan calls for building a core software
ecosystem for AI agents, implementing an AI-agent control upgrade project to
develop a secure, controllable tech stack and strengthen end-to-end
task-execution safety; it targets breakthroughs in memory management, security
permission control and efficient inter-component communication, and aims to
cultivate a cohort of AI-agent operating systems and new software tooling firms
to upgrade the software and information services sector.
