The General Offices of the CCP Central Committee and the State Council issued
Opinions on advancing university reform by classification, directing the
construction of a classified university development system that distinguishes
comprehensive and specialized orientations, establishes a classification
framework, and adopts multi-adaptive classification models based on
institutional affiliation. The document mandates coordinated development between
centrally affiliated and local universities, integrated allocation of
higher-education resources, optimization of talent-training structures, and
coordinated use of domestic and international resources. It seeks to energize
classified development by: using Double First-Class construction to guide
research-university reform; strengthening applied, high-quality specialized
undergraduate institutions and disciplines and refining high-level vocational
college and program plans to support regional economic and social development;
bolstering industry-focused universities to reinforce innovation and service the
real economy; and piloting integrated higher-education models and new national
elite-innovation talent training approaches.
