China's Ministry of Culture and Tourism issued the Public Cultural Service
System Construction "15th Five‑Year" Plan, calling for
cross‑administrative‑region coordination mechanisms to enable resource
co‑construction and sharing, mutual recognition of standards and interoperable
services. The plan promotes innovations such as "same‑city treatment" and
"service one‑card", strengthens counterpart support, east‑west cooperation and
targeted assistance, and encourages cross‑regional cultural cooperation projects
to extend quality cultural resources to revolutionary old areas, ethnic regions
and border areas.
