The ministry ordered measures to stabilize winter wheat production—protect sowing area and quality, combine growth control with promotion of robust pre‑winter seedlings to underpin next summer’s grain—and to lift oilseed output via mechanization and agronomy integration to boost rapeseed yields. Regulators will also push to stabilize fertilizer and agricultural input prices and supply, and promote water‑fertilizer integration and other water‑ and fertilizer‑saving technologies to ensure planting-season fertilizer availability.
