The Trump administration has proposed a $5bn U.S. investment in a new $10bn fund, seeking equal contributions from Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, Oman, Iraq and Jordan to rebuild energy infrastructure damaged in a conflict with Iran and to reduce reliance on the Strait of Hormuz for oil and gas transit. The initiative, to be called Pact, is under negotiation. Some regional officials say the move appears aimed at lowering the strategic importance of the Hormuz route and signaling U.S.–allied unity against Iran, but warn rebuilding before a settlement with Tehran could be premature because Iran may target new facilities with drones or missiles.
