Russia's agriculture ministry said on Monday it cut grain export duties to zero; the ministry said the policy will run through end‑2026, while a new decree cancels 'floating' export duties on wheat, barley and corn until Dec. 31 this year. It capped sunflower oil export duty at 7,748 rubles/tonne and sunflower meal at 312 rubles/tonne. The ministry said the measures aim to support domestic grain and oilseed producers and exporters amid export‑logistics reorganisation by lowering costs and improving sales predictability.

U.S. Secretary of State Rubio, speaking on the Russia-Ukraine conflict, said he is concerned that vessels linked to the United States could be targeted.
