At a State Council press briefing on the 23rd, the Ministry of Education said
China aims for a higher‑education gross enrollment rate of 61.3% and an
on‑campus student population of 48.73 million by 2025. The ministry said the
country has moved from elite and mass higher education to universal access and
will implement a classified evaluation mechanism and differentiated policies to
develop distinct functions and pathways across types of universities to better
meet diverse economic and social needs.
