He urged the industry to take an application‑led, moderately forward‑looking and systemwide approach to next‑generation network buildout: upgrade broadband toward a dual‑10Gbps architecture, develop low‑Earth‑orbit (LEO) satellite internet systems, optimise international submarine and terrestrial network layouts, expand and upgrade computing capacity, and strengthen compute‑network coordination and interconnection to support integrated compute‑network infrastructure construction.
