The Supreme People's Procuratorate and the State Administration of Foreign Exchange have issued Guidelines on reverse linkage between administrative enforcement and criminal proceedings in the foreign-exchange sector to strengthen coordination, punish FX-related crimes and protect national foreign-exchange market order and economic-financial security. Prosecutors will focus on illegal FX trading, FX evasion and fraudulent FX purchases; they will strictly assess the punishability of non-prosecution cases and promptly issue prosecutorial opinions or transfer cases as required by law. The foreign-exchange regulator will make lawful, comprehensive and timely administrative decisions and promptly report handling results back to prosecutors.
