On Sept. 29 CHINA STATE PLANNER said it will guide localities in a new round of
pilots to deepen integration between advanced manufacturing and modern services.
Since 2020 it has run two national pilot rounds that selected regions and firms
and delivered some innovation breakthroughs. Working with other departments and
focusing on a set of “three anchors,” the agency said it will promote a
tech–industry–finance virtuous cycle, address supply‑chain bottlenecks, and
explore market‑based mechanisms for allocating technology inputs and for
distributing proceeds from technology commercialization.
