At a Sept. 29 NDRC briefing, Ning Zhenya, deputy director of the Ministry of
Natural Resources’ Development and Utilization Department, said the ministry is
shifting away from large demolition-rebuild projects and is reusing stock land,
idle housing and ageing buildings to expand service‑sector space. It has issued
a series of policy documents, completed systematic inventories and classified
assets for activation, prioritising redevelopment of underutilised industrial
land and conversion/upgrading of idle factories. The ministry is also directing
local governments to speed handover and starts for producer‑services projects,
measures it says have supported the development of new productive capacity.
