The Ministry of Natural Resources and the National Forestry and Grassland
Administration issued a notice to support high-quality development of the
service sector. Key measures: expand planning-permit exemptions for community
public-service micro-upgrades; allow land-use conversions that are compatible
with an approved positive list or exemption list without amending detailed
plans; where consistent with national land-space plans, not altering the primary
use and causing no adverse local effects, enable commercial-service land
additions that address basic resident needs and fill urban public-service gaps
to receive optimized floor-area-ratio (FAR) calculation rules and clearer
standards for area excluded from FAR. Urban green space may allocate up to 8% of
area to supporting facilities such as rest areas, fitness, parking and
convenience retail.
