At a State Council Information Office briefing on the 29th, Zhang Guangjun, vice
minister of the Ministry of Science and Technology, said deeper integration of
scientific and industrial innovation is central to building new productive
capacity under high-level tech self-reliance. During the "15th Five" period the
ministry will coordinate technology supply and demand, break the inertia of
"produce results first, consider commercialization later" and ad‑hoc conversion,
and strengthen institutional arrangements to ensure R&D targets real demand and
yields deployable outcomes, aiming to translate technological strength into
stronger industry, economy and state capacity.
