China’s eight departments issued guidance to help tech-service breakthroughs by developing financial products tailored to light-asset, long-cycle business models, focused on R&D and design, intellectual property, tech commercialization, and testing/certification. The guidance urges adapting financial markets and ecosystems to support incubators and innovation-service platforms, and to develop technology-transaction markets and finance solutions tied to tech-data trading to cultivate higher-level tech-transfer institutions and technology managers. It supports M&A financing for core manufacturing firms to consolidate upstream and downstream tech-service providers along the chain. The document also promotes tech insurance — including product R&D liability coverage — and encourages insurers to partner with pilot/testing institutions to provide related policies.
