China's State Council has approved in principle an Implementation Plan to expand
and upgrade medical rehabilitation and nursing services. The plan prioritizes
capacity expansion, quality improvement, regional balance and continuity, with
emphasis on boosting grassroots-level supply of rehabilitation and nursing
resources. It frames the measures under a health-first development strategy and
the national strategy to actively address population aging, aiming to raise
service capability and accelerate construction of a functionally complete,
vertically linked, integrated traditional and Western medicine, efficient and
accessible rehabilitation and nursing service system to meet whole-population,
full-spectrum, life-cycle health needs.
