People familiar said Iran’s foreign minister privately told European and Middle
Eastern diplomats during UN General Assembly meetings in New York that Tehran
would allow inspectors back into nuclear facilities hit by strikes in exchange
for sanctions relief. Diplomats said the proposal may provide a breakthrough in
stalled US-Iran talks and signals acute economic strain. He also urged European
officials to rescind the UN decision last year to reimpose full sanctions on
Iran, but European diplomats have so far refused, four people said. President
