The Coast Guard boarded and inspected the ship and escorted it to Progreso on Mexico’s Yucatán Peninsula; the Mexican navy confirmed the vessel’s ballast tanks contained large quantities of fuel and that several onboard containers are believed to hold the fuel the U.S. alleges.
