November, seeking to extend a key negotiation mechanism for coordinating
countries’ greenhouse‑gas reductions to at least 2040, according to a draft seen
by Bloomberg. A recent UN report warned global warming is likely to breach the
Paris 1.5°C target. The EU has struggled to secure faster global cuts and to
implement its 2023 pledge to phase out fossil fuels, and climate talks have
become increasingly constrained by finance and trade disputes.
