The European Commission plans special arrangements to restrict fiscal support
and market access for parts of Ukraine’s large agricultural sector upon
accession, EU enlargement commissioner Marta Kos said Tuesday ahead of a
commission discussion. Kos said Ukraine’s agricultural structure and scale are
unusually large, and the proposal would limit subsidies and market access for
certain farm products—not all—and allow phased integration in some areas to
protect European farmers and address member-state concerns over market
disruption and fiscal impact.
