高盛歐洲電力團隊10月8日報告測算，爲滿足2035年歐洲數據中心容量達到約60–80GW的建設需求，歐洲公用事業需要追加約1000億–1500億歐元的專屬可再生產能投資。芬蘭與西班牙近期已出臺要求新增數據中心需求配套新增發電的政策，高盛認爲歐盟層面若跟進，方向與此一致。如果連接點和發電資源成爲數據中心的硬約束，歐洲公用事業的估值邏輯將從“受監管回報”轉向“稀缺資源定價”，存量連接點資產的期權價值會被重估。

The Ministry of Finance's 1H2026 fiscal policy implementation report said it will continue the package of debt-to-bond conversion measures, accelerate disposal of existing implicit debt, and strictly prevent sham conversions and new hidden liabilities, while promoting exit, reform and transformation of local financing platforms. The ministry said it will support steady grassroots fiscal operations, implement tiered guarantee responsibilities, strengthen operational monitoring and treasury cash scheduling to secure the grassroots "three guarantees" baseline, and coordinate existing policies to assist in clearing outstanding payables to enterprises.
