It instructs optimization of national data infrastructure planning and operations, acceleration of manufacturing digitalization, and implementation of major projects including East Data West Computing, smart manufacturing and industrial internet innovation. The paper calls for construction of a nationwide integrated computing-power network and a national blockchain network, and for a strengthened policy framework to promote digital industrialization and industry digitization and to build internationally competitive digital industry clusters.
