The report calls for adapting to structural demographic shifts and migration by optimizing basic public-service layouts (education, healthcare), implementing childcare subsidies, free preschool and elderly-care consumption subsidies, and reinforcing inclusive, foundational and safety-net social services by improving elder/child service systems and a tiered social assistance framework. It also stresses bolstering emergency disaster relief and enhancing natural-disaster prevention and response capacity.
