The US Treasury's Office of Foreign Assets Control (OFAC) on Oct. 9 issued General License No. 135 permitting transactions previously banned under Russia sanctions involving Russian-origin diesel — including sale, delivery, discharge and import into the United States. The license is effective through 00:01 EDT on April 7, 2027 (12:01 Beijing time on April 7, 2027). It continues to prohibit debits from accounts at US financial institutions held by the Russian central bank, the Russian National Wealth Fund or the Russian finance ministry.
