Key measures: an 'e‑commerce + industrial cluster' cultivation program and encouragement for local e‑commerce product‑selection centers; targeted support for SMEs with core technologies and original designs to connect to e‑commerce channels and raise brand recognition; use of platform channels such as order direct procurement and foreign‑trade premium product zones to help export firms expand in the domestic market and grow consumption of premium export goods. The notice backs e‑commerce R&D and service innovation, calls for deeper AI integration and development of AI agents and other new e‑commerce service models to improve user experience, and promotes industrial e‑commerce matchmaking to link cluster manufacturers with platforms to support industrial upgrading and new growth points.

MOFCOM’s Europe Department head said the China–EU export control dialogue has maintained close multi-level contact since its launch. Both sides agreed to deepen the dialogue, strengthen policy communication to help preserve global industry and supply-chain stability, and work to resolve mutual export-control concerns; the EU will continue to push for progress on key dual-use licensing cases affecting China. They discussed reciprocal facilitation for compliant trade in dual-use items, with the EU to consider possible facilitation measures for China, and agreed to step up communication on sanctions-list transfer issues and, within their legal frameworks, support and substantially initiate reciprocal transfer procedures.
