Hainan held a provincial executive meeting on Oct. 10 to approve measures boosting vocational talent and port safety. The province will implement a five-year "skills free-trade port" action to expand international cooperation, strengthen skills competitions and high‑skilled talent awards, enhance youth skills education, and better align industry demand, training, assessment and employment services. The meeting also ordered end-to-end safety supervision for hazardous goods and port operations: tighter oversight of hazardous chemicals, a cross‑department reporting mechanism for suspected violations, expanded social supervision of production safety and upgrades to port safety regulation and enforcement.
