The UK has set up a special flood taskforce and will meet this week to assess
preparedness for a potentially wetter, windier and stormier winter following a
record-hot summer. The Met Office says the likelihood of such conditions has
"significantly increased" and links a higher chance of above-average autumn
rainfall to El Nifio, which it warns may be the strongest in memory and is
expected to peak around year-end. The Environment Agency says roughly 6.3
million households and businesses in England remain at flood risk.
